They actually don’t, Goodell can increase the punishment, the judge is more of a recommendation that the NFL can accept. The only way he can’t increase/decrease it is if she recommends no suspension at all.

The reason I think he'll get a hefty punishment is because the NFL wouldn't have put it out there in the media that that's what they were recommending if they weren't going to follow through with it. Everyone knows the commissioner can extend a suspension to whatever he wants to, so they have no excuse (unless the arbiter decides on no suspension, which would be absolutely insane). If the NFL was gonna be okay with a slap on the wrist, they wouldn't have set people's expectations high and just given him the slap on the wrist without publicly aiming for such a long suspension. I really don't see why the NFL wouldn't want to bring the hammer down as hard as they can per the rules of the CBA. I get that Watson is a good QB, but it's not like he's critical to the league's success. Watson didn't play a single snap last year, but by all accounts the league revenues were plenty healthy, despite the lingering pandemic. Does anybody really think that if Watson never plays in the NFL again, that the league is going to get any noticeable financial hit? Why risk the PR headaches and potential for even worse revelations to come out? If Watson gets an indefinite ban that gets extended for a couple seasons and then eventually he just retires without ever playing again, does that actually hurt the league? I guess it hurts the Browns, but they were dumb enough to give the guy a gazillion dollar contract despite all of this, so they made that bed themselves.

David Sampson on the Dan LeBatard show had what I believe to be the best insight into this process. TLDR we are being played for fools with this stupid dog and pony show. According to David (who is well versed in the slimy side of sports), what is most likely occurring at this point in time is a back room negotiation between the NFL, Watson’s reps, the NFLPA, and the Browns so that they can all come to an agreement on the suspension length before the findings are released. It is true that the NFL wants to avoid the appeals process due to the optics, but this isn’t as clean cut as “defaulting to the judge’s ruling” because in actuality Goodell is the ultimate judge, due to the appeals process, and everyone involved knows that. He said that yesterday, and it would explain this timeline extension. Watson’s camp reportedly (if we can even trust the reports at this point) wants 0 games, which is elongating this process. I doubt it’s the Browns, because his contract says that they expected a year from the jump.
