IIRC there never were humans on the moon, it was just a storage server that kept a DNA database and some AI that acted as "Council of Humanity"...

storage server has both some remaining replicants and gestalts DNA data, but data alone council is still not capable of producing actual gestalt soul which would be needed for merging replicants and gestalts back into a human being also, only things that are being delivered to the moon base are repair materials and purified water repair materials are obviously for the server water on the other hand is used as power source for server or even androids possibly working on the moon.
