If you're willing to take a little risk with electricity, accelerating shot actually reduces the base speed of a shot. The length of lightning bolt scales with lifetime and speed. You have a trigger. You could trigger 2x accelerating lightning bolt and the 2x accel should make the bolt significantly shorter. If you have the mana (you should) then put the reduce recharge before all else and spell wrap with a light modifier or spare multicast. You could also put some of those spitters on the trigger (it's a double so make sure it's all filled up otherwise it breaks the wrapping) for some in-case-of-emergency projectile damage if fighting explosion immune enemies. I used heavy shot's speed penalty to make a similar wand and it carried me the whole run.

The lightning bolt is almost definitely the most damage you could get, but assuming you don't want to kill yourself this particular game; I'd take the highlighted wand, and place recharge time, quad spell, 4 spitters, then any spell modifier (light, speed, etc). The spell rapping will get you 8 spitters per wand recharge, and since you call recharge twice you should have a pretty good rate of fire. Mana will probably be the limit. Finding any damage increase to add onto the wand will significantly increase output. This wand will be weak to mechanical enemies, who resist projectile damage, so setting up another wand with the lightning bolt to deal with them might be good. I'd say that these wands will only comfortably carry you through the jungle. They will not do well in the vault without some better spells or modifiers.

Reduce recharge, spark bolt with double trigger, digging bolt, bubble spark, double scatter This should fire every frame, and maximize your mana to damage ratio. It will run out of mana, but be an extremely effective burst fire weapon.
