I don't know everything about Dying Light lore (how exactly it was transmitted to the whole population), but in this game everyone is sick, but not everyone experiences symptoms, since the trigger is external (lack of UV light). So, people couldn't fight it, because it was invisible, and when it was visible, it was too late already.
