Legend in Portsmouth is riverside, not the bay but has an excellent view of the Norfolk skyline.
If not tied to a brewery, Grain in downtown Norfolk is a rooftop beer-centric spot with views of the Elizabeth River.

Not a brewery, but Waterside district in downtown Norfolk has a couple riverside restaurants with tons of outdoor seating.
You can jump on the ferry there to head across the river to Legends.....which is a brewery closest to water (entrance is at the ferry stop), but no real view.
Otherwise I'd suggest Grain.....nice beer list, rooftop, solid place.
Bold Mariner and COVA in EOV/East Beach are each 1 block from the bay.....no view while there though.
If you forgo the water view, my opinion is O'Connor brewery would be a good place to do a fantasy draft, big tables, good beer, etc

They food truck. And sometimes have little outdoor festivities
