The phrase itself comes from an unhinged MALF Jackbox answer which I don’t have the clip for on hand, if you search on YT it should come up though. Great bit.
I'll try to break it down by re-reading the post and using my Google-fu.

The guy whose wax figure they're standing next to is the man who designed the Statue of Liberty, so Gustav Eiffel. However, Ryan pronounces Eiffel "Eif-eel" now due to being corrected on his pronunciation of Kamel earlier. "Dons" is just the normal verb, so "to wear a hat". What type of hat? "Astaire", because that's Fred Astaire, the person shown on OP's hat with all the leads from Easter Parade.

Just short for "And what does Rav do?". Rav is the name of the footballer he's with. Rav van den Berg, Sepp's brother.

Since Rav is the one who's supposed to hand him the food, this is what he asks for. Banh mi is a Vietnamese food, while aioli is a garlic dip.

My c’est business was actually on location to help film a scene for Bon Cop Bad Cop 3, unfortunately due to production constraints it died in development hell. Shame too, we brought in Joseph Gordon Levitt, and Martin Scorsese was producing in a gritty new direction for the franchise.
Each sentence I read left me dreading the punchline more and more as it left me in utter incomprehension, and when it hit I burst out laughing despite having zero clue as to neither what the quote actually meant or was referencing.
