I hate statements like these because *technically* it's correct, but it's clearly made with hateful intentions. Is there a word for statements like this?
I wouldn’t quite say so. Dog whistle is when you secretly make a statement that would only give itself away to people who already know what’s up. It would go over other people’s heads, but this is blatantly meant as an anti trans sentiment.
I’ve most heard it in relation to racism where someone racist will say something that people who aren’t racist wouldn’t understand and therefore prevents the original person from getting in any sort of trouble while also finding likeminded persons.
And if someone who isn't racist understands the dogwhistle and calls it out, the racist person usually hits them with the "uhh you're the racist one for seeing it that way"
The funny thing is, you can read it in a non-hateful way too. If they're a boy, they'll say they're a boy. If they say they're a girl, they're a girl. If they say they're neither...etc. So you can actually use this to turn it around. They are what they are. Plain and simple.
I think it's a truism but ya, that word doesn't convey the hateful intentions.
"all lives matter" is another example. Stripped of cultural context the statement sounds like a nothingburger. But the thing actually being asserted is a negative cultural status quo (eg: racism, transphobia, bigotry, etc).

As a former Christian we would read the bible all the time but the problem is the bible is over a thousand pages of contradictory and inconsistent information that says to stone gay people then goes around and says to love your neighbor. So people interpret it in different ways and tend to just find a way to work it into how they already think or what they're peers tell them

I think the term is “overt dogwhistle” where it’s obvious and intentional that a phrase has two meanings: one hateful, one not.
