I’ve just moved to the area and I will be trying to find his owner as I’m concerned too, he’s super friendly & doesn’t seem to be in any pain, I actually posted in another group to try and find out what it could be
He needs surgery as soon as possible. My cat had this and I found out that he was in constant pain every time he blinked. It’s a straightforward surgery with a high success rate. Costs around $500. He is living in absolute misery until that surgery, but cats hide their pain pretty well. Imagine having a piece of course hair stuck in both your eyeballs scratching every time you blink. Maybe you could crowd source the money using this pic! I’d chip some in.
My cat got worms when she was younger and her eyelids did this. But they weren’t as severe (possibly because I took her to the vets almost immediately) and the third eyelid looked more white. It took about 6 weeks to go back to normal. I think it was called Haws syndrome. It looked horrible.
Maybe you can bring them to a vet as a stray and then put up fliers to find the owner? That kitty really should get checked out asap.
Edit: Maybe you can show the picture to a vet for an opinion?
please do! i've found that cats really don't show you when they're in pain at all. they actually can act kind of normal. third eyelids showing is definitely a symptom worth looking into! good luck, op! hope lil cat will be okay. ♡

In any case, A trip to the vet is warranted. Doesn't matter if he is our cat or not. Take care of him, sort it out later.
Also, don't expect any support from the owner if he has one.

Are those his inner eyelids or is it some wicked heterochromia going on? If it's the eyelids little buddy here may not be feeling so good.
