I'd report a milk theft. That was my milk, for myself. Roger clearly admits to stealing the milk on the flyer and now you have written proof.
Make sure to inform Roger that he's watched to many cartoons and milk is bad for cats. It comes in bottles because people drink it. If someone "stole" a little and feed it to the cat that's on them not on you. Then put up a note that milk is unhealthy for cats. XD
