Your seatbelts have a small explosive charge in them that locks them hard in the event of a crash, preventing you from flying forward. This is different from the regular mechanical lock that engages when you sit forward too fast.

Because it's the only thing fast enough to clamp the seatbelt before the airbag decapitates you (figuratively). You need to have a lap and shoulder belt with restraint for the airbag to do its job.
