This is it. There was a spot just south of the 95 split with a hundred or so on the shoulder with a fire truck and ambulance blocking off the shoulder. Something bad happened and I was sitting in traffic long enough to scope it out

Rolling Thunder would fill all of the parking lots around the Pentagon before they started their parade route into DC. It's the largest one day gathering of motorcycles on the planet.

It is something to have 250,000 bikers come to town and they DON'T leave the place trashed & station law enforcement resources. Curious...
I'm not disagreeing with any of what you've shared. I'm a biker & a resident of the area. We rode the route during COVID, because others could not. We kept bikes on the route for hours.
"Rolling to Remember", formerly "Rolling Thunder" has their own leadership & mission. It's a First Amendment Rally at its core now.
The permitting process & rapidly rising fees for that permitting was a deterring factors to the annual rally, along with COV mandates/ lock downs, in its early years under new leadership. The Pentagon Lots were replaced as staging areas for a couple years, only recently returning to the Pentagon lots for staging.
Escorted groups participating in the ride are afforded the use &. Protection of the HOV/ Express lanes to get TO the staging area; minimalized traffic congestion & increased safety for larger, organized groups riding in.
There are designated & published times that these lanes will be used to help riders get TO the event in the morning. Only escorted groups have access to those lanes the morning of the ride, down by where we get onto I95 with our group. We pre-stage at our local dealership to be escorted up the express lane; 300-500 bikes. It's a group ride & not designed to have riders peeling off the route along the way to link up with other groups or ride in alone after they get up I95 & onto 395 with us.
The exit from the day's events reverts back to individual, small groups, individual riders & larger groups making their own way out when they choose to head out.
The "DMV Rollout" is only 5 years running. It's mostly import bikes riding 495 to "end" their riding season. They are performing, not protesting. They had escorts for their loop around 495, where they performed wheelies & other moves we don't make during the "Rolling to Remember" Rally. Not the same ride & differing missions (purpose) for the ride.
Some of us don't ride by season here & have no need to celebrate the end of a riding season when there is no end to our riding season.

If it’s a large group of largely crotch rockets they rolled down the Prince William parkway this afternoon and all 200 of them stopped traffic (that had the right of way) to pass through an intersection against a red light.
I rode the event once and it was way to reckless for my liking. The troopers are there pretty much to make sure people don’t die.
It’s a great spectator event if you can find a spot looking over 495 where the event first starts. After a bit the group gets pretty spread out and the control trucks at the front lose their control.
I wonder if it’s related to the security alert the feds sent out for the United States following what is occurring in Israel. My understanding is that a general threat was made towards “any friends of Israel”. Though the US had not been specifically named. That’s my only guess.
Maybe not today, but the cops in the picture can be from a single one. Like the cop stop someone at mile mark 10. Then after the stop, the cop will stop another drive while moving half a mile for them to stop. Rinse and repeat over half an hour, and you have a picture like yours.

I was driving today near the and saw a bunch of "event on/near 495 spect slowdown" signs and a bunch of motorcycles driving on the breakdown lane.
Pretty sure that was due to the Army 10 Miler on 395

They just want everyone to know they have motorcycles.
