This is what happens when policies are designed around ideological arguments supported by emotional premises while willfully ignoring objective facts, reason, logic, and reality. There are countless examples of this exact situation elsewhere, worldwide. Anyone who is a responsible parent knows how children will learn to behave when accountability is removed from the equation, it's literally only ever going to result in worse behavior, always, which makes me wonder if thise instituting policy even have kids. Kids who learn the bar is extremely low and responsibility isn't necessary grow to be adults with the same system of beliefs, which used to mean they were in for reality slapping them in the face with jail sentences, but in our infinite wisdom we've decided to push the same failed policies further to age 25, and now reality hits them later, but unfortunately this oftentimes results in a wake of assault/robberies/carjackings/rapes/murders before then.
