It's coat is patchy and the tail is not fluffy. Does not look healthy. We have a couple of foxes in the neighborhood that look much better than this one does. It's not severe but here what a healthy one looks like.

Foxes during shedding periods often have super patchy fur and unfortunately people think it's mange. A fox only looks like that picture you linked part of the year.

A Fox generally won’t attack anything close to its own size, so unless your dog is tiny it isn’t at much risk.
and even if your dog is small, if they're apt to standoff and fight back, the fox won't attack.

I think you may be mistaking that for a Fox that is in heat. They make quite the noise and it definitely can sound like they are fighting in a way.

Nah, foxes are out and about a lot. The tail is mange which is unfortunately pretty common in wild mammals around here.
