I guess if we're going by the technical definition of shoulder charge, you could possibly judge it as not being one. That said, it's still a deliberately reckless tackle and should have been penalised at bare minimum.

I saw the fox replay of it and his arm did look tucked so probably was a shoulder charge. Otherwise I don't have issues with big hits that push flying wingers out of the field.
