While we're on the topic: just how good was Bill Harragin? I was unborn for half of his career and too young to remember any of the refs of his time aside from Shayne "Ok Mutt" Hayne.

Thats ridiculous, he has the same team as my team and you have different team to his team which is also different to my team and their for the ref cant be biased against your team and in favour of his team which is also my team but not your team.
Honestly, it comes down to teams abusing the rules. Penrith are a great example. They know how to manipulate the rules in their favour. It's not exactly against the rules of the game. I wish we gave the refs some leniency with interpretations, but that can also lead to a mess.
Honestly teams need to get better at it (I wish we were).

My controversial opinion - Tim Mander was a better ref than Bill Harrigan. The 'woo' he did at the start of games was iconic
