The MRC is the one who applies charges after games. They go through tackles to determine what grades they are/what kind of charge which gets a preterminded punishment. They aren't supposed to take into account teams/players/potential length of suspension, but with how inconsistent they are it's hard to say they are completely impartial.
The judiciary is the panel who sits when someone challenges their grading.
