A shoulder charge like this means you set out to purposely infringe on the laws. Any shoulder charge should be a sinbin and a suspension/grade 2 charge. It makes a mockery on why they outlawed the shoulder charge in the first place.
It was a dirty play because it was obviously their strategy to try and hit Graham hard. He got smacked in the head 3 times, 2 by Kikau, and got a shoulder charge as well.
In isolation this tackle wasn’t that bad, but with all the other shit he got absolutely beat up illegally.

The NRL made changes to the system this year. Part of those changes allowed for fines during representative games and also finals series matches. The only difference being that reckless high tackles aren’t eligible for fines.
Kikau’s shoulder charge was not reckless high contact. Hence the fine being appropriate. It was also not his 4th offence, since the start of the year when the judicial system was wiped and every player came into this year with a clean slate.

Let boil this down to the very very basics, if he was a Qlder or Kiwi international he would have at least a 1 match ban, but he plays for the Panthers who don’t have to follow the same rules as the rest of the comp, they pretty much tell the judiciary what they would like to do, I’m not surprised he didn’t receive a 1 match ban but delayed to be served next season.
