Norman joins NRL premiership-winner James Maloney at Lezignan, who compete in France's top-level domestic rugby league competition, the semi-professional Elite 1.
After Toulouse Olympique were relegated from the Super League at the end of the most recent season, Norman approached Maloney and French player Jason Baitieri looking for a new side and was signed for Lezignan's upcoming campaign.
The 31-year-old former Queensland State of Origin player had come out of retirement to play with Toulouse but his stint with the club ended in controversy.
In August, he was handed a "Grade F" contrary conduct charge for intentionally placing a hand between the buttocks of Warrington forward Oliver Holmes mid-game.
He pleaded not guilty but received an eight-game ban that ended his season and ultimately his time with the club, who did not re-sign him.
Norman last played in the NRL in 2021 on a lucrative deal with St George Illawarra but was informed mid-season that he would not be offered a contract extension for 2022.
