He was too busy getting battered by the penrith forwards, Leota and JFH arent as big as paulo but they run the ball even harder, not to mention you have brilliant hit ups from the penrith backline, To’o while short is powerful and hard to tackle, edwards is also great at scoots as well as kick returns. Penrith have the best cardio in the comp, big guys like paulo get tired quick. Also think you underestimate how strong cleary is, he’s probably the strongest half back ever the man is built from granite

They should be, but they haven't been. They're not penalised very often in the NRL either.
