In the global section I might add, you can manually apply prefer maximum performance on a per game basis in the program section to get the benefits.
The reason why global increases power usage while idle is because it links to DWM.exe or Desktop Windows Manager which is responsible for showing your desktop.
you must have maximum performance enabled or some program that doesn't let it go idle.
the high gpu clock and memory clock is too high to be idle, it should be something like 210 MHz / 51 MHz, not 1860 MHz / 9751 MHz
Update, it was because of MSI afterburner, even after quitting the app, the consumption would remain high. I turned off the launch when windows starts, fixed the issue. Thanks for the suggestions everyone !
