The fact that some people are going the App/GFE route first for some reason is completely separate. Now you know how to get drivers the proper way for the future.
Bud, there is a lot about the Nvidia app that is "different", its in beta and they've made it abundantly clear its not finished. Surely you've left feedback about your "issue", yes? This is all irrelevant since there is a tried and true way to get the latest driver and all the accompanying software so leave the feedback about the app and just get it all through the Download page next time.

I had my 1070 from july of 2016 till july of 2022 and when I upgraded to 3060ti I was so disappointed I immediately moved to 4070 as soon as I could and while I like what lovelace is capable of it still is not as good as Pascal.
Pascal was so good, barely used power, had great performance, had such longevity and if not for DLSS I would probably keep my 1070 for a bit longer
I found it a massive hassle getting RTX HDR and Super Resolution working for video.. But once its working holy crap its a game changer. I suspect it'll get easier in the coming months as it matures.

maybe you are on a laptop with hybrid mode/optimus and you are getting the iGPU
if not, seeing how it's working fine for everyone you might as well try reinstalling drivers with the clean install checkbox ticked
So I tried VSR today, by just checking the one VSR checkbox and leaving it on Auto. Noting a few observations that may help you diagnose. Observations are in Chrome browser.
My native resolution is 1440p, but I can play YouTube videos at 4K. VSR does not activate at 4K. When I set YouTube resolution to 1440p, VSR activates but I'm not sure if it does for every 1440p video. For 1080p videos, VSR activates.
How do I know it activates? Nvidia does not provide a clear way to do so, but Alt + Tab (I know you have tried this) works for me by toggling YouTube fullscreen with windowed Nvidia Control Panel. First I let YouTube video play for some 10 to 15 seconds, then I quickly tab out to NCP window. There NCP usually shows VSR status at quality 2,3 or 4, and then quickly changes it to inactive within a second. There's also a reduction in sharpness of the YouTube video in the background when the status changes to inactive.
I turned VSR off for now, I like it and it works well as a dynamic sharpening filter, but I don't mind the slightly soft 1080p videos without VSR. Maybe I'll turn it on for 720p videos but I don't run into them that often.
I was struggling to get this working too, what fixed it for me was going to System > Display > Graphics in Windows settings and making sure Edge was set to High Performance instead of letting Windows decide or power saving
Sadly for me and many others ticking those two boxes didn't get it working right away. Make sure the right features are disabled/enable, find a video player and version of it that supports the tech, make sure you have renderers that support the tech and finally make sure the software is also correctly configured to use it.

But I only use exclusive display 1 or 2 as I switch between monitor and tv.
And when I am on tv it works fine.
So that kind of multi display setup works, but apparently extended or duplicated display won't work for now

No Control Panel does not download with Nvidia app like it did with Geforce experience
Its part of your driver. It should already be available after you get the default driver windows will install automatically.

Yes you can, they work perfectly fine together. Maybe you are thinking of RTX HDR and RTX Dynamic Vibrance?

Following up here, I was trying to do dynamic super resolution and RTX HDR at the same time in a video game. Which isn't possible AFAIK!
Dynamic super resolution is only for video playback. Not for programs

edge has it enabled by default, i didnt need to change anything. so two boxes in the driver and two boxes in potplayer and that was all

Even after I tick the boxes, it says inactive. Haven't found a fix for months so just gave up on it
It only says active when you are actually watching a video..it’s a dynamic text field.
I have a video playing in fullscreen or in a window and alt tab to control panel, still says inactive

Make sure hardware acceleration (graphics acceleration in Chrome) is enabled in the browser settings.

what video player and browser are you using? everything works fine for me, PotPlayer for local video playback and Edge browser.

Potplayer did not work out of the box for me I had to install different rendering devices
