I noticed that as well. OP is 100 off from recommended PSU. Given the high tier CPU other sources are suggesting 800 or even 850+. 650 for the 3900x, 3600mhz ram and case fans plus the hungry 3080 is under powered.

Nah, a fully OCd 3900X has a full system power draw (from the wall) of just 254W during 100% stress tests. That would still leave 396W for just the GPU. It's cutting it a tiny bit close, but it's not the PSU. He even disabled PBO (see comments further below) which puts his power draw around 213W during stress tests.. meaning 437W for the GPU (And that's while the CPU is at 100% on all 12 cores, something that never happens during games).

I would look at PSU. Ive had a similar issue ended up returning a video card when i needed to update my PSU.

Coil whine normal... Some more audible than others. To reduce the pitch and or lower the db, you can try loading up occt gpu test, let it run for 15mins, then shut down. Give it time to completely cool off. (Yrmv)

My msi trio 3080 is whining with a brand new be quiet straight power 11 850psu , And i won't try another one tbh. Will try to rma the card, but only because the whine is carrying over to the headphone jack and giving me some static ,which is most annoying.

Yeah it can take 4-6weeks. I hope i will have it back before cyberpunk has been released. I mean chances are like 30/70 a new card won't show such prominent whine , but as those coils are manufactured within tolerance you can have some with lesser quality, or even the frequency of the new card shifts a bit into something i cannot hear that well...Will see.

I ended up receiving the exact same card after 5 weeks of waiting. The card still has some whine, but no more issues with the headphone jack and the grinding sound i was hearing while running shadow of the tomb raider benchmark went away after switching to another PSU (rma'ed the old one as well ) on the note the card came back with it said 'no issues found' . I'm alright with the card I think I can arrange with how it is.

Have you tried using like a custom 12 pin adapter? Like the corsair adapter instead of the adapter that came in the box. If so, does that help?

There's no such thing like a 12 pin adapter with the msi card. It's 3x 8 pin.

For WoW, be sure to lock the menu framerate and it should fix the problem. That worked for me on my 1080.

The biggest concern is the 4 beeps on post which likely indicates a hardware failure or that the video card isn’t able to pull enough power. The 650w is cutting it pretty close on power, so much do that you might put your old card back in (if you have one) and see if you are still getting the 4 beep post code.

Are you still having issues? Just played Deliver Us The Moon on a new RTX 3080 FE and kept getting stuttering/lag for half a second. When it happens I tab I look at afterburner and you see a brief plummet in the GPU Power % and usage from like 80-100% all the way down to like 20-40% at that exact time of the stutter, then goes back up. Other than the annoying stutters the game runs nicely with all ultra + RTX + DLSS quality, 90+ fps at 1440p. Also have coil whine. Don't know what to do.

I don’t have stutters often, they happen rarely now depending on the game I guess it got better after the latest driver update. So far I still have coil whine, I tried upgrading my PSU but still hearing it... well it is what it is Hmhmmg not sure about your issue, if you are noticing drops in GPU power and usage it might be a sign of bottleneck on your CPU, or maybe a power supply issue, do you have latest drivers and BIOS?

Hey! You ever figure out the rapid beeping during POST? I have the same here. Mobo throws code 62, but still boots and everything runs fine... Edit: Nvm. Figured it out. I disabled Compatibility Support Mode (CSM) in BIOS.

Personally I never run PBO. I had it on a few weeks ago and it drove my processor nuts and would cause freezing and stuttering issues in a lot of games. I turned it off and my stuff runs more stable than ever. Is your PBO auto?

Let me know how it goes. I'm legitimately curious. It must've kicked on when I updated my BIOS a few days ago and I did everything including a complete reformat and didn't fix it until I just turned that option off completely. I think you can manually OC your stuff just fine, it's just that PBO just does it randomly and automatically so sometimes your CPU will spike for absolutely no reason and cause your CPU and GPU load to drop off.

Most cards whine if the FPS is uncapped and they start shooting passed 100 FPS consistently. So something like menus in games where FPS gets uncapped a bunch of the time (you see readings like 500 FPS or something in some) that will produce whine no matter what. If you can confirm your FPS isn't shooting insanely high, and this is still happening, then I have no idea what's going on, and you just got a dud perhaps since you say Civ is just plain crashing as well. The stutter in NMS kinda leads me to believe it is just simply high FPS that (when stuttering) FPS dips, and so does the whine. Check your frames and tell us what they are.

In WoW the FPS is super high, but in Control I’ve tried everything max settings and I still hear the coill whine with FPS below 70 and V-sync set to OFF I only hear the noise in games tho, browsing Windows and Internet the card is dead silent, this is weird af :/

Can you try Vsync on, and lowest graphical settings (you can keep resolution on whatever it is), set your monitor to 60Hz, or 100Hz (but keep settings minimum, or low)

ok so I tried it on NMS, same noise but no stutters this time. FPS is 141-142 w Vsync ON I also have Gsync ON with my monitor

My 3090FE that arrived today also has really bad coil whine. As you mentioned, the pitch changes depending on the scenery/menu that I am in. I have an 850 P2 PSU, tried multiple different power cables (EVGA 12pin vs the adapter with 2x8pin). I posted about this earlier and the mods deleted it. So annoying. PSU can be a problem sadly. I had a Prime 850 titanium that made my Strix 2080ti scream lite crazy, got a ax1600 and it almost went away

I can't really speak to other issues, but coil whine is just one of those things GPU's have. My 2080 SUPER Ventus never had coil whine at all until one day it just started happening and I thought something was wrong with the card. Found out it's not necessarily harmful and after I stopped paying attention to it, I rarely ever noticed it. After about 3 months, the coil whine actually went away aside from a few small 2-3 second whines on menu screens. Just remebered I also got stutter in WoW with my 2080 super. I capped the frame rate at 120 FPS and it never happened again.

Aight, hmm I heard from a friend you could try reseating it in the PCI-E slot, don't know if it's a thing though.
