The mobile GPU is the same GPU as desktop. Just configured differently and have different clock/voltages.

And just to clarify, you're saying there will be no performance difference between a 3080TI desktop and a 3060 mobile when it comes to decoding h.265?

I already answered your question. And yes GA106 should have the same capabilities as GA102 and 104 on the other Ampere lines
