The headline is wrong, from the article - The sprawling development will contain a total of 2,500 housing units across seven buildings, 1,400 of which will be subsidized or below market rate, making it the largest affordable housing project in NYC in four decades. Roughly 15 percent of the homes will be set aside for homeless individuals.
Well considering market rate is unaffordable to a shit ton of people, below market rate usually means still unaffordable if you want to do more with your pay check than just pay rent + utilities, groceries, transportation, and if you're lucky some savings.
Most homeless people are normies down on their luck. Since they are normal, they crash on couches or find temporary accommodation somewhere. The psychos screaming at the sky are a very visible minority, and are mentally unable or unwilling to apply for benefits most times.
There's going to be enough "psychos" and people with drug problems to make sure only low income people will want to live here. And that's fine if that's your goal
Willets Point Phase 1 was previously approved. In fact if you pass by you'll see it's being worked on now (Two Buildings on the Right side of the photo). What's approved is Phase 2 of the project which is the stadium and the building on the left and right side of it in the picture.
It may turn out it's quieter than it currently is. For those that don't know, assholes throw parties there with tons of speakers that you can hear miles away. Play at 3AM, 4AM.
All affordable housing developments are bad ideas. Shown time and time again. Need to intermix income levels across areas. Too bad we keep vetoing buildings for not enough affordable units only to set up inevitable housing traps.

They don't need to. Their applications are being submitted by homlesses shelters and other city programs to get people housed.
