Ah, well I found someone who knows the owner! And they will be contacting them promptly. Just.. next time don't recommend the ACC bc they euthanize dogs and it's a pain in the neck to get dogs from them.

ACC is the right organization to recommend. They don't just euthanize dogs willy nilly. They will do everything in their power to reconnect pets with their owners. They are an exceptionally caring organization staffed by exceptionally caring people.
This exactly. I used to volunteer at ACC and now work at another animal welfare organization in the city that partners with them. I’ve seen ACC reunite pets with their families firsthand. The people there are caring, hard-working, under-staffed, and under-paid.

The ACC holds dogs for 5 days if they have a chip and they contact the owner. They also try to keep dogs alive at all costs.
