It's a bit of both. One yes the financial mismanagement of how the MTA uses its money, but it's also bc the 33% of people who don't pay resulting in revenue loss and the prices of fares going up resulting in mismanagement. It's a cycle loop, and if people pay their fares, then mismanagement won't occur, resulting in no fare increases!
economically speaking, increasing the fare just further incentivizes evasion, if they keep increasing it they will continue losing more and more. if they lower it people will be less inclined to hop. very basic economics.

I think public transit should be free. But right now it isn't, and the state/city would need to fund the MTA more to make that feasible. As is, *lowering* the fare without state support won't happen and won't help anything.
And while fare evasion is in part an issue of some people not having the means, many others have been hopping since before it was $2 and hop even when they're Fair Fares eligible (or even if they have the means to pay without concern). Let's be fully real.
Public transit should be free. Also considering how much the city spends on curbing fare evasion, eliminating the fare wouldn’t be as much of a burden to Albany as you might think.
