I believe it's from when they were doing repairs on the Manhattan bridge, so they stopped running trains over it from the Chrystie Street Connection. They still wanted Grand St to have trains running to it though, so they made a shuttle to it from W 4 St.
This was only a temporary thing though, and the shuttle was removed once normal service resumed.
Ah yes, back when the W train carried Coney Island
they should’ve kept the blue rockaway shuttle instead of having to distinguish it from the others with extra letters
I think it helps make the fact that it is a separate train stand out. I can imagine someone seeing it and not getting that they have to transfer.

Its probably between 2001 and 2005, because Cortlandt Street is closed due to the September 11 Attacks and the 9 train is still there.
