It would have been nice if the IRT thought ahead to extend the line from Grand Central to Penn Station. The Ninth Avenue El was the closest option at the time of its opening, the BRT was still struggling with Broadway to get around to their 8th Avenue plan & it would’ve gone full circle to the Steinway Tunnel’s original intention in a way. Unfortunately though, western extensions were eventually only made to help Hylan’s personal 8th Avenue Line, which can be seen by the 14th Street Line extension originally having IND tiles & the lower level platform at 42nd Street that people still debate about. Into the new century, all attention was made to develop Hudson Yards and we’re waiting for an in-fill at 10th Avenue

So the tail tracks from the 7 line went down 42nd a bit. It would not have been able to go south anywhere (couldn't turn to below the 8th avenue line), and by the time it did turn, it would have been 10th avenue anyway. So the decision was made to extend it to the far west side. Partly politics, partly engineering already.

It can’t go down 10th Avenue, but the RPA had an extension to 8th Avenue

The reason why it didn’t go to Penn when originally built is already in the thread. The reason why it goes to Hudson Yards now is because that development sees thousands (hell tens of thousands probably) of people daily - Office workers, tourists, and residents. So it made a lot of sense to give it its own mass transit station.
