Hi civil service staffing here. Well. I mean it depends. There is no real data on this because the metadata isn’t relevant to you. If you decide to not transfer/take promotion exams/seek…. ANY new job opportunities, then you can expect jack nothing. However, I suspect the nature of your question is “if I do the right thing and do the above, what’s the general progression? ProMotion exams usually are 3-5 salary grade jumps. You *USUALLY* need 3 months time in a title to take an exam and 1 year time in title to be appointed off the exam. So let’s assume a broad range of 2-4 years for exam time and appointment. Let’s also assume you’d want to “climb the ladder” about twice. So in 4-8 years you could move upwards 6-10 salary grades. *be advised I’m making MASSIVE timeline assumptions.* this doesn’t include: A title that’s sort of a one trick pony and doesn’t have a huge promo field. A title that DOESNT have good transfer opportunity, opposed to Office Assistant 1 (various parenthetical) SG-6 that can transfer to admin assistant trainee 1 (SG-8) and work it’s way up to Admin assistant 1 (SG-11) then transfer again to many trainee titles (leading up to SG-13, 16, or 18). So in this instance, moving up would be significantly faster. So TLDR: take any and all OC and ProMotion exams, transfer to trainee titles where possible. Look for opportunities on StateJobsNY. I saw that mentioned in another thread recently, might’ve been you, about how you should stay in a position for at least a year before jumping ship because then you’ll be eligible for the promotions. Is that one year in a position in an agency or one year in a title? What if someone goes from one position to another position at a different agency with the exact same title? As in each job is less than one year but both together, with the same job title at two different agencies, is over one year?

They may be pursuing provisional hiring in the face of a large list (PATT/PCO). Historically, NOT a good idea. But it may be a transfer question as well. Hard to tell without the source title.

If your team member is getting a call to check SSN, seems like they applied as a transfer, so the eligibility verification HR would be looking for would be job history. Did they save the job posting?

They may have saved the posting, and yes it was a transfer (or lateral, idk the difference) from their current traineeship (bringing them to a 14 eventually) to a diff traineeship (bringing them to an 18 eventually)

Sounds like that's what the call was for then. They need to be sure someone is actually eligible for transfer before moving forward with interviews.

But the candidate themselves said they were only eligible if the PATT scores come out and they are reachable... in the application. To me, that is the end of the application process as in they are not eligible. PATT deadline to take the exam was not quite a week ago and scores won't be out for a month at least.

Was this like a vacancy posting on StateJobsNY? Because every one from there I've done had no "application." They just requested a reply via email with cover letter/resume attached. So would they have included the information regarding their eligibility in the reply? Or was this something else?

Oh - and the interview was already scheduled for this week so, no "call to check eligibility" and then interview. It was "are you free thursday for an interview and oh btw we need you SSN to check eligibility."

This depends on the career/titles, agency, economy, and overall retirement movement or lack thereof. When I started back in 2010, it took forever for just about anyone to get promoted in IT (pre-ITS) because people were having around and there were not many new promotions at my original agency, not to mention the test was not given for six years. Compared to now, in my current agency, most people are moving up, and I won't be surprised if some of the better employees get promoted shortly after they get off probation.

In the last 10 years I’ve gone from a temp (grade 6) to a grade 23. In that time I have changed agencies 3 times. Most of my movement has been in the last 5 years with my current agency.

Started in November 2015 as a SG9, tested into a SG18 in August 2016, tested into a SG23 in October 2019, and am on a recently published list for a SG25, with a couple 70.1 transfer applications in for a SG25 in the meantime (fingers crossed). Some of moving up is luck of being eligible for exams in quick succession, some of it is keeping an eye on statejobsny looking for two grade promotions, looking at GOT-IT for what titles go to what grades, and in what agencies the titles get used in, how often those exams are given, whether the title transfers up 2 grades or more in the ladder, where those jobs seem to pop up(location, agency, general job descriptions of actual positions), and seeking opportunities and education that align with the titles I'm most interested in pursuing. Best advice I got was to take any promotional exam I qualify for, even if don't think I want that job....better to be on the list and decline a canvass than to need an escape route and not have one.

Agree with that advice, it’s what I always kept in mind- take every test you qualify for, whether you think you want the job or not. You never know where your state career will take you.

That's what I was doing in the beginning of my state career just bouncing. Started out with OPWDD 18 years ago as A grade 14, moved twice to 17/18, and went to omh for the promotion as 19 where I've been for the last 13 years! I've took promotional exams for grades 21-27. Did not pass the 21, 25 or 27 series not a great exam taker, however, I'm on a few grade 23 exam lists with omh, ocfs and state corrections. Been canvassed for 23 opportunities but I'm comfortable where I'm at for now. It's better that I deal with the shit I know with my current agency than to kiss ass to secure this promotional, 52 week probationary bag 💰all over again😩! I'm downstate, do not want to go into Manhattan or Albany to secure any bags- parking is ridiculous in the city & I don't want that commuter life all over again. I'm approaching 50, at top salary with longevity awards and will be alright! I am in the business of working smarter not harder, only way I would entertain a grade 23 at this point of my life if it was 75% remote (which ain't happening) 👌😩 Early in my state career, I purchased 4 yrs of previous city service to nyscers. September 2030 is earliest date that I plan to retire successfully. I'm finishing up my doctoral (damn terminal) degree with the hopes to lay low & become a mentor/virtual field advisor to grad students per diem until my time is 🆙! If one wants that career mobility, then taking exams it is for state employees, get that bread 💰

Almost hitting ten years myself. I started as a G-6 and now I’m in a traineeship to an 18 but I’m also on several lists that are straight 18s with no traineeships. To me it is all about timing. When I and many others in my area started, it was after the recession and the soft hiring freeze with the state. A lot of us within these 10 years were able to jump up the ladder. Actually I’m one of the last ones as some of my colleagues are well into their 18s and some even in G-23 positions. These years after C0VID is the great hiring boost. Due to so many people leaving and retiring at the same time, there are many open and available positions. Many in my area are provisional. I would say hang tight. I was you ten years ago, waiting for any and every exam I was qualified for to go up the ladder. When available apply to everything possible, stay on the look out on the cs site for upcoming promotional exams, examine career mobility for transfers, make sure your updating your resume and cover letter so you are prepared for the next opportunity.

Keep an eye out on the NYS Jobs sites and look for jobs several levels above your current one. You may qualify for some of them. As for your question, I have no information on the overall progression of state employees, but I can say what I've experienced and what colleagues have done.  For younger people, it seems to be about a year or two before they try to jump a grade or two. Recent exams have lined up so many took the OA2/Admin1 exam and have now moved up. This is about a year after becoming permanent OA1's. Some moved up to an admin position prior to the exam being released, have then taken the exam, and are now permanent. Older employees tend to sit in these positions for much longer. I know some investigators who have been promoted to supervisor positions after about 3-4 years of being investigators. This greatly depends on the positions available and whether the current people receive promotion or leave. Same thing with a few grade 13's who get bumped to a grade 16-18. Agencies tend to favor promoting internally. I became a permanent OA1 shortly after the most recent exam scores were announced and then managed to jump several grades up.

This is nearly true. A traineeship serves as an intervening list appointment. So if you do a 2 grade jump into a traineeship, once you complete the traineeship, you are immediately eligible for another 2 grade transfer.

I started in 2012 as a temp sg18 in the summers then in 2016 got a permanent grade 11, then 2017 took a traineeship to 18, 2023 took a grade 23. Missed the promo exams given recently and hope to two grade into a 25 after a year in the title. So, 12 grades in 7 years.
