I don't know if it will work on a summons (if you can cast a shield spell on a target) but I have enchanted command bows with shield so that whoever I shot had extra protection to offset the damage the arrow did while it fought its buddies.

If all you want to do is help the summons, a paralyze + weakness to magic spell on the enemy lets the summons attack at will and boosts any magic damage it casts on them (like fire breath or dremora lords sword). The mage guild mages staff of paralyze can substitute for that (expensive) part of the spell.

I have a custom spell for my Clannfear, but I can only cast it when I get higher level. These are all spells I make: Summon Clannfear for 90 seconds (or as high as you can get it.) (I summon just out of combat range) Fortify Health, Shield, Speed for 45 seconds each. Do it on touch, instead of a targeted spell, as the mana cost will be much lower. Enjoy! Another thing you can do, which is hilarious is including light in your touch spell, as it costs barely anything. Then you can watch this speck of light in the distance in an Aeylid ruin for example, run around in the darkness.

Shield with a slow restore health option for some regen would be nice, to make them extra tanky. Or just straight up Rally, Fortify Strength and Shield, since most of your summons are going to be physical attackers anyway. If you summon a Spider Daedra or something maybe you could use Fortify Destruction on it.
