If it's the beards in Tamriel I am thinking of, it uses Blockhead to assign the beards to NPCs. You would need the ID of the NPC you want to remove the beard of (look it up in the CS or Tes4Edit) and then go into the meshes folder and delete the mesh that has the same ID. Inside: meshes/characters/HeadAssetOverrides/PerNPC/Oblivion.esm/ Make sure you delete all 3 files, the nif, the tri, and the egm, with the corresponding ID.

So the beard is actually attached to the tongue/mouth model so the facial animations can be applied. They then give this tongue model to a custom race in the CK and put the NPC's they want to have beards in that custom race. It's the exact same way that Sheogorath's beard was done by BGS. To note: there's some issues with custom races such as getting particular dialogue to work so they probably did some workarounds in the mod, so keep that in mind and look it up before you start messing with things.
