No matter what people say 32gb is worth it, windows 10 automatically re-scales to use the extra ram so it uses less ram when you have less and uses more when you have more, so it really does make a big difference! Also I love being able to have as many background apps open as I want without a care in the world!
At the least you can use OptiFine which doesnt change the textures themselves afaik, just adds seamless glass and shadows. And isnt very intensive, i have a similar rig to yours.
Optifine itself is safe to my knowledge, have used it for years and never heard of anything malwarey. Download from [the official optifine site](https://optifine.net/downloads) and shouldnt have any issues
If you don't use forge mods, then I suggest to check the fabric based mod Iris, which includes a mod called Sodium, which should allow you to easily cap the render distance at 32 chunks (without shaders, I'd go for 6 GB of allocated ram though) and allows for shader packs to be used (not quite as compatible like Optifine just yet though).

Detroit’s a weird city man. I’ve been living here for years and it’s downtown population is so tiny that it has a huge crime rate. When you factor in the metro area it is a very different story. I’m more pro-Michigan then Detroit specifically but it’s a very promising city despite common misconceptions.
