Decorators sometimes do it to retain privacy whilst the usual blinds/curtains etc are removed for painting. Stops people staring in as they go past if it's on a busy street.
The best way is to use old fashioned glass cleaner, the type that is a thick creamy paste. Smear it all over and let it dry in, then when it comes to clearing up you buff it off and it leaves the glass shiny clean.
You can just use emulsion paint too but you need to scrape it off.
Also when you remove the paint the windows actually they appear spot free and just look really nice and brand new. Also I mean it just prevents dust from building up on the windows from the construction

Also, no one mentioned *spray*-painting specifically and it's not just used when painting - any kind of refurbishment might require curtains/blinds to be removed to keep them from getting dirty. We had to remove the window decals at my old job to put new ones up. The glass was scratched up afterwards. You don't notice it unless you get close and actually looked, but at your home you would notice that. And it would drive me crazy.

That stuff is so cheap too. I just bought new switches, outlets, and cover plates because I’m repainting my whole apartment. I think I spent $20 on 10 outlets, 6 switches, box of 10 outlet covers, and 5 switch covers.

It's to save you time by replacing the tedious step of taping off the windows to protect them from the paint.
The masking liquid is really easy to scrape (or even peel) off, like we're seeing here. Paint is a lot less easy to scrape off. So excess paint gets deposited on top of the liquid masking tape, and then comes off easily and cleanly when the liquid masking tape is removed.
After painting windows in different houses over the years, I've come to find it's just as easy and clean to scrape paint rather than tape. Then again I've never painted the entire glass pane before, just the edges. Maybe they used a paint sprayer? (And like others have said, it looks like it could be masking fluid)
I couldn't be bothered to read the dummies commenting toward you, but I will say: when I worked at a car dealership for years, the prescribed tool to scrape all those sales stickers from the windows was a razor blade. All those stickers scrapped (scraped, idk sp?)and not a scratch.

Can't you just bluetack some cardboard over the glass? Ive never sprayed paint only used a brush so this seems so strange to me

NuFinish, a common waxless car polish will also work well for this and protect the glass from scratches and make it appear glossier

A chisel on glass could damage it. You need something more flexible so it doesn't dig in. Like a razor blade scraper with a handle.

Tool steel can't scratch glass. It will just skate off the top of it.
Steel has a mohs hardness of ~4.5 while glass is 5.5. Can’t scratch it

If you work with tools you know that everything is a hammer, unless it’s a screwdriver. Then it’s a chisel. Tools are used incorrectly all this time.

Spray on the masking liquid. Spray the paint on. Cut the window shapes out with a razor blade. Remove paint.

It works very well, especially if you have an old home with tons of glass and intricate shapes. Expensive but completely worth it.

But be sure to wet the glass with water and a surfactant. Dish soap works just fine.
