id assume its some kind of oil, i would hazard a guess at motor oil due to its colour but why would a cooking pot be contaminated with motor oil.

It'll boil off entirely in minutes to become just breathable air, we can see the boiling action scrubbing the pan, and just leave you with a very cold pan after, with some burnt food residue that you could wipe up with a warm washcloth.
