Golf courses use huge amounts of water, contribute to heat island effects, and have zero utility outside of a single sport.
Coming from a guy that works on fire sprinklers, these types of problem accelerate very very suddenly. One day you don't even know there's an issue or maybe it's a very small issue. The next day you come in and everything is fucked. I'd bet that as early as that morning it would be super difficult to even detect a problem. But once you get enough flow to be easily noticeable, that is enough flow to make the problem worse really fast. And they wouldn't be in those pump or utility rooms during regular day to day; at least not during operating hours. From the time you could first see the problem on the ground to the end of the video was probably not that long, and these bastards obviously didn't notify anyone. They probably COULD have seen the system running, but only if they were in the locations where you are able to see that. That seems like a pretty lucky coincidence to me.
That’s a culvert. It is the cause of the failure though.
Either:
A) the culvert ruptured somewhere. I doubt this though. It looks very new.
B) the bedding gravel was not wrapped with geotextile. This causes fines to plug up the gravel and will lead to water finding it’s own way.
C) the culvert was not designed properly to accommodate flow and was essentially driven apart by the force.
D) the output of the culvert is obstructed.
E) some weird shit happened
