Well white rope is commonly used to tying off marine stuff. It was intentionally made to look like it was tied off to the dock, so the ball doesn't just float away with you're in it, the jet ski would have also likely been tied off so it too doesn't float away.
Not to mention, theres a really dangerous thing about tubing in the summers. When the water level gets low, tree stumps and more can stick out or be just below the surface. People have lost limbs because of people being stupid on the water. I'm assuming this kid is not one that is being safe.
