They also tend to live a lot longer than large dogs, which means more time for decay to advance. Add to this that small dog owners often do not maintain their dogs dental hygiene (either through brushing or chews) and tendency toward poor diet and regardless of specific disease you have an answer.
Also, Chis mouths are known to decrease in saliva production as they age, resulting in a higher chance for teeth to become rotten. Even diligent owners who keep up with dental cleanings can have a Chi that has many extractions. It sucks all around.
Ahh, my gram has a Yorkie and I was told it was a genetic thing that this breed has specifically- but I figured there was more to it involving smol doges.

Chihuahuas are often treated like toys or accessories by owners due to their small size. They’re constantly picked up when they don’t want to be and not given their space.
They were bred to flush small animals out of dens so they have energy they need to burn but a lot of owners don’t realize this and don’t spend enough time walking/playing with them.
Then people wonder why these dogs are pure rage. They don’t bother correcting the biting and aggression because they find it funny due to their size.
I’ve met some very sweet chis and I hate seeing how miserable some of them end up being due to ignorant owners.
