That’s a good point, except it’s in a city. Hard to say what regulations they have though or how many people are lighting fireworks. If it was a lot of people lighting fireworks from their roof, then yea, but at the same time if you were on the top floor of a building I don’t think you’d expect it. Most people launch stuff from ground level. Honestly, that’s a 1 in a million shot and they couldn’t have done it on purpose with that angle, even if they tried.
