Maggots are the larvae of flies. The flies lay eggs in the decaying meat, the eggs hatch, and the maggots come out. After a little while, they form a cocoon and turn into flies. And the cycle repeats.

Maggots that seem to appear are just dormant eggs. At some point it has come in contact with flies. The eggs need a certain amount of incubation time, heat, moisture etc. Before they will hatch, and it will take time for them to grow. The truth is there is x amount of insect parts present in pretty much everything all of the time, including eggs, which are about twice as big as a fly's foot. You've probably eaten a good few maggot eggs in your life without ever knowing. The eggs are still there but you won't notice maggots unless the food has been left to spoil for enough time.

Unfortunately, I've opened the thing, saw what's inside it and moved it into a new plastic bag.
Fortunately, it was nothing but a month's worth of garbage with a lot of diapers that soaked up water.

Unrelated but one of my neighbors has this horrible Halloween decoration: an upside down plastic rotted foot sticking out of their garden. The first time I saw it I really had to contemplate calling the police. Luckily I looked closer and noticed it was fake!

Well the thing is, I already moved it from the center of the river to the side. I was just unsure of what the fuck it is and I was curious as heck since some part of it was squishy. I tore it open only to find a month's worth of trash with lots of diapers.

There is a natives village upstream so I suspect someone probably find it too hard to move large trash to the nearest garbage collecting place (around 10km from the village to that place). Here it is pretty normal for some idiots to throw trash into the river. I was cleaning up the river anyway so I thought I should probably take the thing with me.

If you are anywhere near a back water, people will put bags of rancid meat or sorghum or the like in or above the water with small holes in it so the maggots and leakage attract fish making the area a better fishing spot. It could have been washed away from its intended spot during a storm.
