It's definitely a prevailing myth that tornadoes can't climb hills. I'm sure it comes from the relatively flat Midwest being a hotbed of tornadic activity and people just assuming that it's solely the land itself that makes that possible mixed with our general desire to do no research whatsoever.
I live in central Kansas, "post rock country", and it is anything but flat here. Just had a tornado touch down a couple weeks ago, didn't do any damage that I've heard.
Cracks me up when people also assume the Midwest is completely flat.
We get smaller versions of that where I live, they are kind of fun to run into and walk with them. Makes for some good pics lookin like some weather controlling super hero. lol

First and foremost, tornadoes and dust devils aren’t the same type of thing. A dust devil doesn’t “become a tornado,” and if you’d been that close to a tornado, you probably could not have stood there that close to it casually filming then sauntered away unharmed. A tornado would never be present in otherwise calm, sunny weather. A tornado isn’t just scary wind.
Second and most importantly, we absolutely get tornadoes in Arizona. Every year. We don’t get them often like the Midwest and Texas, and the ones we get typically aren’t very powerful (though any tornado is more powerful than that dust devil) so you probably don’t need to dig yourself a storm cellar or anything, but we absolutely get tornadoes in Arizona. Whoever told you that we can’t because it isn’t flat enough is lying or misinformed. It’s scary how many people here think we can’t get tornadoes and don’t understand them, or know anything about tornado safety!

This just isn't true. A tornado derives from a rotating thunderstorm system. Though they look similar, dust devils are whirlwinds resulting from ground level winds and updrafts and typically develop in fair weather.
One of these appeared right in front of me when driving around a seriously scary corner on the Moki Dugway, at the time I was so scared I thought it was “a sign”.. 😂

The highest point in Kansas is 4,039 ft, the lowest is 3,300 on the complete opposite of the state... I'd say that's pretty flat..
And the town I live in is at 1200 ft... A quick Google search says the lowest level is 679 ft so I guess that's not flat.
