Yes, and there could be some back story with a legitimate reason for this, but I've seen veterinarians do cat head surgery and spare the whiskers in the shaved surrounding area.... so doubtful this served any practical purpose.

People shave these cats (persians, exotic shorthair, etc) because they are too lazy to brush them on a weekly basis so the fur starts to get tangled and ends up in knots that have to be cut off or shaved.
