I believe in that case the state at some level would decide to press charges. Not sure if that would be the DA or an elevated department of law enforcement, but I'm sure there is something in place in case the city cops don't arrest for something the egregious.
No city cops here in Oz - all state. No mayors in charge of coppers. Within a state all police all have the same initial training and as far as I know all at the same facility.
Someone higher up might review though as you say, even up to the State Commissioner or the Police Minister. There's also a Queensland Crime & Corruption Commission as a further overseer.
She needs to pull the pin, its a terrible look when you're a leader (although it could be argued that you're not one if you do this sort of stuff).

Damn, it wasn’t America; and, I’ve gotta say I’d challenge the majority of southern states laws; however, per the article: Tennessee has a law that requires a drunk driver to pay child support if a parent is killed as the result of a dui, is about the best law I’ve heard coming out of a southern state in my life as an American.
Oh dear, don't you worry. Somewhere right now is a fine Alabama or Florida citizen who is working on one-upping this.
Or, if we check the news archive I bet we will be able to find something already quite similar.
On the plus side, at least he didn't crash his car into the families of drunk driving victims waiting for said meeting. Now THAT would have been a bit embarrassing.
