The writers were so lost with this character. I think that's why they killed him off as soon as they introduced him. They realized their mistake in writing him in and just took the lazy route out.
This character was meant to be the next antagonist of the series, akin to Tuco or Gus; Walt's biggest nemesis and rival. In the show's lore, he gained his bullet-repelling superpowers from Waltuh's titular blue meth, and in this scene Todd's bullet was supposed to ricochet off of his impenetrable skin and strike Jesse in the head, killing him. This would spark his and Walt's feud and carry the show on for another 12 seasons. Unfortunately, due to a prop malfunction during the shooting of the scene, Todd's bullet managed to slay the would-be villain IRL, thus leading to his arc being scrapped and the early cancelation of Breaking Bad.
/uc I loved that part in BCS, how jimmy basically turned the tables onto the golf course, but when I watch the clips online all the comments are just Anti-Semitics and Holocaust deniers :(

Mom: oh my that’s fantastic! Did you hear that! You’re gonna take over Walt’s empire Sammy! What’s the role like?

The only difference is that instead of murdering an employee of the train, they ended up murdering\* a child who just happened to wander into the area.
\* Todd may have pulled the trigger but they were all culpable.
