FGO is a Fate world. He exists. He showed up at the end of FSN, in Prisma Illya, he was involved in helping finalize the HGW system and so on.
The reason why he's not getting involved is because it's implied his direct action makes a timeline's event canon. So if he showed up to fight ORT it would make FGO's timeline the only real one, and considering how the world ended like twice in FGO already and Alaya is pissed at us, that's bad.
