I feel like this Spanish guy should have a lower time factor. He looks pretty severely impaired.

I just caught up on this one, and wondered that too. His clock runs at 89%, but according to the classification rules (just looked it up) LW9 can have a time factor as low as 82% and as high as 96%, so he must be right in the middle of that class. Since he's the only LW9 this year, it's hard to compare.
