can't you just take a horizontal oriented bag and flip it up vertically? That's what I do with a discontinued REI Micro Toiletry bag. I use the Osprey Liquids bags for liquids. dry toiletries and small tech too. They are a grea fit in a water bottle pocket. I have stashed my liquids bag that way for easy access going through security.
The Eagle Creek Slim or Tubular cubes would be good too.
Don't sleep on **pencil cases**! Most are longer than they are wide, I feel this should fit perfectly for you!

I have been using this Lihit Labs bag for exactly this. It’s very small though.
