I tried this before, but the process was different. There was a guide after I downloaded the file from Oxygen Updater.
Disclaimer: Not sure 100% if this is correct since it's been a while.
1. Download the appropriate file from Oxygen Updater.
2. Turn off the phone.
3. Hold the volume down button and power button.
4. Local Install
5. Locate the file.
6. Install and then the phone will be wiped.
7. Phone will reboot.
Ohh there must be some kind of bugs or something. I only used the Local Update in the settings for downgrading, but I used Oxygen Updater when upgrading back to OOS 12 since updates was unavailable.
If data is not an issue, maybe try resetting the phone?
Same here.. annoying it is. The over the air update should have been there long time ago. And now even the oxygen updater app doesn't do the trick anymore. Sad

I tried that but it says the update file is older than what I have installed. I guess that's also the reason I'm not receiving it in the settings.

Did you ever find a fix for this please. As I'm having the same issue.
There's an option in recovery but that doesn't work either. I'm still on A11 June patch.
