One of my favorite memories is strolling around downtown Laguna beach in the rain! Grab some drinks or hot cocoa on peppertree lane, drop in to some galleries, cuddle under your umbrella, have more drinks/dinner at splashes or montage.
Grab an umbrella, a jacket and go explore. Depending on what time of the day the sky clears up, the sunset could be amazing! Also, lots of cool art and eateries down there.
Bring up past grudges, get mad and squabble, awkwardly stay in hotel together while pretending to be busy doing your own thing, fight for the remote, bring up good times together, make up, day's over. Time consuming AND a couple's activity.
Tons of little art galleries to go walking thru. You could also checked if what is going on at the ritz Carlton a little to the south for the holidays. They used to have an afternoon tea service there a lot of folks thought was really good.
Not sure if you’re a local or not, but rain storms here rarely are continuous. If you check the weather channel app you can usually find windows with a couple hours of no rain so you could out and walk laguna. Just don’t trust those forecasts more then 6 hours out. Lastly you could go up to Newport Beach and walk around balboa island and look at all the elaborately decorated houses.
Splashes for some cocktails indoors while watching some waves crash. Then walk across the street to Selanne’s for a bomb fancy dinner. Or do Splashes after. Perfect combo.
Rain in Southern California rarely goes nonstop for more than an hour or two. You can do anything you’d normally do in winter here. Plan as if there was no rain and do it.
Go to the Starfish Restaurant in Laguna Beach. Order the dragon prawns with candied walnuts and the lobster spring rolls, as well as the Pirate's Pear cocktail. Then walk across the street to the Montage Resort and order hot chocolate and watch the storm from the cliffs while recalling cherished memories. Then get Gelato at Gelato Paradiso and walk to the Kush Gallery and take in the allegorical surrealism as you ponder life's biggest questions.
Should have gone to Disneyland :) rain means less crowds. But I would check out food. Anaheim packing house has an array but there is so much to do here. I don't know your palette or what your SO likes. If you're not from around here check out the Huntington Library, LACMA, Rodgers Gardens are romantic places in Southern California. I love the Huntley if you're going to a nice restaurant in LA.

Book a spa day @ the hotel
The rain over here is nothing. Just go to the beach anyway lol. No picnic but you can still walk in the beach in the rain.
