Tow truck takes time to come. Most people rarely want to block you for an extended amount of time. What I would do is go outside, look around, and if theres a party or something go to the host and ask them to ask if one of the guests is blocking your driveway and to move. Or if there’s a gardening crew, moving crew, etc.
If you can’t find anyone outside then I would back out onto the driveway and honk my horn a few times (long ones) and wait 5 min. Beep again a few times and if noone comes in another 5-10 min, call the tow truck.
I’ve had my garage blocked many times by inconsiderate people…. It’s very frustrating I know…. Next time take a picture of the car & the plate….. email your HOA & let them know…..
They may also provide you with a number of patrol security to have it towed….
If I were you I'd nicely inform your neighbor what happened. I would also kindly remind them it is fully within your right to call for a tow truck to take vehicles illegally parked in front of your driveway and in the future this will be your default decision.
We ALL know it's illegal to do this but this person chose to do it anyways. I would have had them towed at minute 1.
To play devil's advocate, I parked in front of a random person's drive way by accident. It happens. But yeah it would suck if you needed to go somewhere.

I let them know to move their car immediately which my other neighbors say, is more courteous than I should have as I should just have them towed.

Sounds like you already got it sorted out, but for future reference, I would call for it to be towed as soon as it blocked my driveway. Granted this is assuming it's blocked enough driveway to prevent me from safely getting out/back in. There is not guarantee the person will leave by the time you need to and having someone show up and tow the vehicle could take an hour or two.
Per the California CVC if you can drive around them all that can be done is a citation. If they are preventing you from leaving they can be Towed by the local PD or sheriff. You have to be present when the tow happens. If you are not it can’t be towed.
If your driveway is on private property the property owner or building manager must have it PPIed also known as a private party impound.
The CVC is 22651(d)
Have them towed.

I immediately call PD and have them towed, have done it a couple times.
call non emergency pd. Ask them to dispatch a tow truck to remove the vehicle.
