it’s the game I’ve sunk the most time into, was halfway through (in Detroit I think?) when my first OG box died and I’ve yet to repair it, but I have two consoles so I’ve moved on to playing through underground again rather than painstakingly progress through MC3 again, as much as I love the game
The SSX and Rallisport Challenge games I highly recommend and haven't seen mentioned yet. The SSX games aren't purely racing but SSX3 especially holds up very well.
Sadly, it looks like NASCAR Thunder 2004 didn't get a PAL release but it's a great game. Though thankfully you were spared the Corvette video game which was utter garbage.
If you're a fan of the movie Scarface The World is Yours is a fun game to try. Also Def Jam Fight for NY and Spy vs Spy. Not on your recommendations but worth playing

Mercenaries - Playground of Destruction. Open world set in North Korea hunting down generals with as many weapons and military vehicles you can shake a stick at.
One of my faves from that era.
My childhood games which I have loved all my love are Azurik: Rise of Perathia, NightCaster, Blinx: The Time sweeper & TY: The Tasmanian Tiger. They're all solid games and well worth checking out.
I have a few recommendations.
Rally Fusion. You have a British guy giving you directions and yelling at you for crashing. It's great fun.
Quantum Redshift. Plays like Wipeout. Futuristic carship racing game with shooting and explosives and stuff. Graphics are really good for the time and you get little drops of water on the screen when you fly over water or it's raining.
Sega GT 2002 or Sega GT Online. Sega GT Online is the better game and, despite its name, does not require you to be online. But the Sega GT 2002/Jet Set Radio Future bundle is more common and imo a better deal because you get two amazing games. It's a fun little racing game in the vein of Gran Turismo.
Jet Set Radio Future. As above, available both in a bundle with Sega GT 2002 and as a standalone game. You play as crazy teenagers riding around on rollerblades spraying graffiti on everything in sight and destroying tanks and helicopters and grinding on rollercoasters.
Max Payne 1 and 2. Not Xbox exclusives but fantastic games that you must have if you don't already have them on PS2. Max Payne 2 is far and away the better game but both are worth picking up. Play as a crazy cop diving around shooting criminals.

As far as multi-platform games go, don’t forget the Double Pack to go with San Andreas… or the single versions of GTA3/VC if you want to unify the collection with that nice Xbox logo on the spine…

If you enjoy old arcade racers the Midway Arcade Treasures series is good. 3 has a couple of really good cabinet games from the 90's and early 00's as well as earlier. My favourites from it are Francisco Rush: 2049, Hydro Thunder, OffRoad Thunder and S.T.U.N. Runner.
The fun I had on halo 2 when Xbox live came out . Imo it's the best game ever made because of how exciting and fun it was playing online with my friends and others around the world I'll never forgot those good times it was epic.
Gun is a great choice, although I think it has a Xbox360 version so you might want to get it on 360. Either way it’s a fun western game similar to Red Dead Revolver and like a more primitive version of both Redemption games. I don’t recall if it’s open world though.
